Job Description and Duties

The Information Technology Specialist II (ITS II), serving as a Database Administrator in the Database Platform Services Section, independently handles complex tasks related to FI$Cal databases, associated tools, applications, and their interactions. The ITS II is responsible for developing, planning, and implementing all activities within the FI$Cal Database Platform Services Section. The incumbent designs, installs, configures, patches, upgrades, monitors, optimizes, backs up, recovers, maintains, and operates all FI$Cal system database services. Additionally, they oversee system monitoring to ensure optimal performance and reliability and conduct technical testing, including performance testing, disaster recovery testing, and accessibility testing, to support FI$Cal system integrity.

Working Conditions

At FI$Cal, we currently offer a remote-centered position with the flexibility of telework up to three days per week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Employees must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. All staff must maintain regular, consistent, predictable attendance, maintain good working habits and adhere to all policies and procedures.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience installing and configuring Oracle database software and tools.
  • Experience designing and implementing high availability and disaster recovery using Oracle RAC, Data Guard, ASM, and RMAN.
  • Experience monitoring database performance and implementing performance tuning.
  • Experience developing, testing, and implementing database backup and recovery procedures.
  • Knowledge of implementing TDE Encryption.
  • Experience in database patching and upgrades.
  • Experience with SQL, PL/SQL scripting.
  • Experience working in the Linux operating system.
  • Experience in Exadata.
  • Experience in Oracle Cloud Infrastructure (OCI).

Statement of Qualifications

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ serves as a documentation of each candidate’s ability to present information clearly and concisely in writing.

When completing the SOQ, you must title the page “Statement of Qualifications”, number and list the question, providing your answer below. When completing the SOQ please explain your answers thoroughly, including all relevant experience, education and training. The SOQ must be typed in 12-point Arial font and be no more than 3 pages in length with correct grammar use, punctuation and spelling. Your SOQ must address the following:

  1. Please provide a specific example of a challenging performance issue you resolved in an Oracle database, include the steps you took to identify and resolve the performance issue and the tools you used to resolve it.

  2. Describe your experience implementing Oracle Data Guard for high availability and disaster recovery. How did you configure it, and how do you ensure it operates effectively in production environments?

  3. List the most common issues you’ve faced in an Oracle RAC environment. From that list provide an example of a specific issue and the steps you took to diagnose and resolve the issue.
