Client Summary - The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office - Central (RPO-C) is dedicated to supporting America’s veterans by providing high-quality healthcare and services. Overview Acquisition Specialists support the VA, VHA, Regional Procurement Office - Central (RPO-C), assisting with a wide range of procurement requirements. Specialists provide non-personal, non-inherently governmental acquisition support services for any VA/VHA contracting office, working under the direction of a Project Manager (PM) and in coordination with Contracting Officers (COs) and Contracting Officer Representatives (CORs).
Key Responsibilities - Cradle-to-Grave Acquisition Support: Perform pre-award and post-award procurement functions, including requirements definition, market research, drafting solicitations, awards, modifications, and contract close-out documents.
- Document Preparation: Prepare and review procurement documents, cost estimates, compliance reviews, and contract modifications.
- Advisory Services: Assist technical experts in developing Statements of Work (SOW), Performance Work Statements (PWS), and Orders.
- Market Research & Analysis: Conduct market research, analyze trends, and evaluate alternative sources and technological advances.
- Contract Administration: Support contract performance monitoring, quality assurance, and contract close-out activities.
- Reporting & Analytics: Develop reports, analytics, and recommendations for procurement actions.
- IT Systems: Utilize MS Teams, Word, Excel, Outlook, PowerPoint, SharePoint, Adobe Acrobat, SAM.gov, CPARS, FPDS-NG, GSA eBuy/Advantage, and SBA.gov.
- Professional Conduct: Adhere to professional standards, maintain confidentiality, and comply with all VA policies and federal regulations.
Qualifications by Level Entry-Level Contract Support (ECS) - $55,000 - $77,000- Education: 4 years above high school from an accredited college or university.
- Experience: Minimum 2 years federal contracting experience within the last 5 years.
- Skills: Review procurement documents, resolve inconsistencies, interpret regulations, draft contract documents, conduct market research, process requisitions, and perform post-award administration.
Mid-Level Contract Support (MCS) - $78,000 - $101,000- Education: Bachelor’s degree (any field) or 24 semester hours in relevant fields (business, law, contracts, etc.).
- Experience: Minimum 3 years recent relevant experience (within last 5 years).
- Skills: All ECS skills plus comprehensive research/analysis, business advice, IGCE development, milestone tracking, program control, cost/price analysis, and contract modification support.
Senior Contract Support (SCS) - $101,000 - $115,000- Education: Bachelor’s degree (any field) or 24 semester hours in relevant fields; Federal Acquisition Certification (FAC-C Level I/II/III or DAWIA Level III) or equivalent.
- Experience: Minimum 5 years recent experience (within last 7 years) supporting complex federal acquisitions, including contracts above the Simplified Acquisition Threshold (SAT).
- Specializations: Construction/Architect-Engineering, Complex Service Contracts (e.g., Health Care), Leasing/Real Property.
- Skills: All MCS skills plus leadership, technical direction, strategic planning, source selection, gap analysis, advisory support, and advanced contract administration.
General Requirements - English Fluency: Read, write, and speak English fluently.
- U.S. Citizenship: Required for all personnel.
- Physical Requirements: Primarily sedentary (seated/standing).
- Background Check: Mandatory criminal background investigation and VA onboarding.
- Professional Training: Annual VA Information Security, Privacy, and Rules of Behavior training.
Work Schedule & Locations - Hours: Monday–Friday, 6:00 am–6:00 pm local time; full-time (40 hours/week) or part-time (minimum 20 hours/week).
