About this Role:

The Integrated Systems of Care Division, California Children’s Services Policy Unit is seeking a skilled individual to fill our Program Policy Analyst position. Under direction of the Staff Services Manager I, the analyst is responsible for a wide variety of consultative and analytical assignments, such as: conducting and/or reviewing analytical studies and surveys; formulating procedures, policies, and program alternatives; making recommendations on a broad spectrum of administrative and program-related problems; reviewing and analyzing proposed legislation and advising management on the potential impact. The work performed is essential for providing services to California’s children and youth with special health care needs. Join us to make a difference. Statement of Qualifications Instructions Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience qualifies them for the position. The SOQ serves as a documentation of the applicant's ability to present information clearly and provide DHCS with additional information about their experience and qualifications concisely in writing. Resumes do not take the place of the SOQ.

Provide specific details and examples that clearly demonstrate how your training, experience, and education qualify you for the position. Refer to the duty statement to prepare your response. Applicants who do not submit a completed SOQ or whose writing exceeds the page limitations will not be considered or scored. All information in the SOQ is subject to verification.

Your SOQ should be typed, include your name on the top of the first page, a maximum of 2 (two) pages double-spaced in length, in Arial 12 point font, and address the following statement:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1.  Must be able to assess a situation, receive input from stakeholders, and recommend a reasoned course of action for management approval.

2.  Must have the ability to approach a problem by using a logical, systematic, sequential approach.

3.  The ability to listen to others and communicate in an effective manner. The ability to communicate ideas, thoughts, and facts in writing. The ability/skill to use correct grammar, correct spelling, sentence and document structure, accepted document formatting, and special literary techniques to communicate a message in writing.

Telework and Salary Information

This position is currently eligible for telework up to three days per week. the amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required. 

Business travel may be required, and reimbursement considers an employee's designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Effective July 1, 2025, the California Department of Human  Resources (CalHR) implemented the temporary Personal  Leave Program 2025 (PLP 2025). PLP 2025 directs that  each employee receive a temporary reduction in pay in  exchange for PLP 2025 leave credits. The temporary salary  reduction percentage and the number of PLP 2025 leave  credits are based on the position’s associated bargaining  unit.
